Last year, Democrats and one Republican passed AB 32, which calls for California to reduce greenhouse gases 25% by the year 2020. With a pat on the back from then-Prime Minister Tony Blair, Governor Schwarzenegger said it would “change the course of history.” He said other states and the federal government would follow his lead and that California would be a world leader in clean technology. In January, the State Air Resources Board is supposed to have completed the first step.
