This week, California restaurants were told they can't offer water unless customers ask, and hotel guests must have the option not to get their towels washed every day. State officials call that a crackdown. Meantime, the Metropolitan Water District says the drought's been going on for nine years, not just three, and it's paying rice farmers more than three times what it has before to give up allocations of water. Is there water rationing in our future?
