A serious fight is underway in Sacramento as Democrats wield their huge advantage in the Assembly and Senate to literally change the map of California. Redistricting, which incorporates 4.1 million residents the state gained in the 1990s, will create a new 53rd Congressional district, realign 80 Assembly districts and 40 Senate districts along "communities of interest." The often criticized, but totally legal, process is all but designed to keep incumbents of the majority party in office. The shopping mall developer, and 11-year head of the Board of Water and Power Commission, voices plans for improving police morale and working with Chief Bernard Parks. Reporter's Notebook: Latin Grammy's Leave Miami for LA - Preparations are underway at the Inglewood Forum for the Latin Grammy Awards presentation three weeks from today. Miami Herald arts writer Jordan Levin says the National Academy of Recording Arts and Sciences moved the event from Miami because of security concerns in light of planned protests by Cuban American groups.
