Are California's Environmental Protections Bad for Business?

Supporters credit the California Environmental Quality Act, or CEQA, with protecting both natural resources and public health from the greed of developers. Business claims the law leads companies to shun California and invest in Texas or Colorado. Governor Brown says amending would be "God's Work." But, can the legislature resolve a long-running controversy in less than three weeks?
