Californians passed a ban on affirmative action for public universities in 1996. Since it went into effect, the percentage of blacks and Latinos has declined at the University of California. But the percentage of Asians — especially Chinese -- has increased. This year, Democratic State Senator Ed Hernandez proposed a constitutional amendment to restore affirmative action, but it was tabled in the Assembly when Asian Senators — under heavy pressure from their constituents — said they made a mistake. The debate is not going away.
