In America’s indirect presidential election system, voters in each state choose representatives to the Electoral College. All except Maine and Nebraska let the winner take all. In California, Republicans are gathering signatures for a ballot measure to change the system by allocating electoral-college votes according to which candidate wins each Congressional district.
