Some 10,000 businesses and public agencies have filed to have their lights kept on when others' go out in this summer's rolling blackouts. While Airports, hospitals, police and fire stations will be exempt, all other non-residential customers of Southern California's big three utilities, from small businesses and big amusement parks to LA County government, must apply to the Public Utilities Commission for an exemption. We hear some surprising requests and how such exemptions are decided, from a businessman who's requested such an exemption and representatives of state and local government.
