Big downtown plans involve big money

The owners of the Staples Center have a plan. A billion dollar plan to change the core of downtown and draw millions more visitors to the area each year. But they want public money. And that's a tough sell as the 2001 Mayor's race heats up. What's the plan look like? Who will reap the benefits? Will there really be any benefits to reap? Can L.A. ever have a "revitalized" downtown like Chicago, San Francisco or St. Louis?
