The neighboring City and Port of Long Beach are against it, but LA's Harbor Commission has just approved it unanimously. Now, an environmental group is appealing to the LA City Council with the threat of a lawsuit. What will it mean for the 710 Freeway… and the health impact on a low-income neighborhood called "the diesel death zone?"
