Henry Waxman helped make California a powerhouse in Congress. He infuriated Republicans for 40 years, most recently by pushing the Affordable Care Act. The California Democrat was also a major force for environmental legislation as Chair of the House Energy and Commerce Committee. First elected to Congress in 1974 when Gerald Ford was President, today Waxman announced he won't run for re-election this year.
