For the third time in the past two weeks a ship carrying hundreds of migrants has been found drifting and out of fuel in the Mediterranean off the coast of Italy. Coastguards say the vessel left from a Turkish port and was abandoned by its crew. This cluster of incidents marks a shift in tactics as smugglers pack old ships with migrants and set them adrift in coastal waters. Leonard Doyle is the spokesperson for the International Organization for Migration, an intergovernmental agency dealing with migration issues.
