    Prop 10 would allow cities to implement rent control. The debate is an emotional and complicated one. Rents, especially on the coast, have been soaring and inventory for new housing hasn’t kept pace with demand. A coalition of renters, tenants rights groups, and elected officials think rent control is one way to provide relief to lower and middle income families.
