California could be in a permanent drought, but the state is making changes to the way it restricts water use, giving local water providers control over conservation targets. State officials approved the change Wednesday, saying tough restrictions are no longer needed in all areas thanks to a wet winter, adding that they expect that communities won’t abandon their water-saving efforts. Will local agencies lower their conservation targets? And will Californians continue to conserve?
