Gov. Newsom’s budget punishes cities for not building new housing

Gov. Gavin Newsom wants L.A. and other cities to build more housing, and he’s using a carrot and stick approach. The carrot: $500 million to cities that reach their goals. Stick: if they don’t, they risk losing transportation funding.
