The Zombie Toll Road that Won't Die

Gustavo Arellano on the continued efforts to try and build a proposed toll road extension

For the past 20 years, the Transportation Corridors Authority (TCA) has tried to build an extension for the 241 Toll Road, which would extend from about Mission Viejo to about San Onofre State Beach. Despite being rejected by the California Coastal Commission, the U.S. Secretary of Commerce and multiple organizations and facing a lawsuit by the California Attorney General, the TCA is still trying to will it into existence. Does Orange County need a 241 extension—or does the TCA have too much asphalt in its brain?
