Despite being rejected by the California Coastal Commission, the U.S. Secretary of Commerce and multiple organizations and facing a lawsuit by the California Attorney General, the TCA is still trying to will it into existence. Does Orange County need a 241 extension—or does the TCA have too much asphalt in its brain?
